The Dublin Regional Authority as part of a wider Dublin Economic Action Plan published the "Enterprise Strategy for the Dublin City Region" in November 2009.

The report focused on the need to: a) Harness entrepreneurial talent for the region
b) Strengthen the existing SME base
c) Deepen the commitment of existing FDI
d) Act as a magnet for further knowledge intensive FDI.
