The ESPON 2013 Programme, the European Observation Network for Territorial Development and Cohesion, was adopted by the European Commission on 7 November 2007. The programme budget of €47 million is part-financed at the level of 75% by the European Regional Development Fund under Objective 3 for European Territorial Cooperation. The rest is financed by 31 countries participating, 27 EU Member States and Iceland, Lichtenstein, Norway and Switzerland.

| The Dublin Regional Authority was involved in two ESPON Projects. ESPON examines the dynamics of territories at the level of regions and cities. The DRA was associated with two research initiatives. The first is titled CAEE - The case for agglomeration economies in Europe. The primary purpose of this study is to examine the relationships between agglomeration economies and city-regional/metropolitan governance. The study examined four regions across the EU, namely, Greater Manchester (lead partner), Dublin, Barcelona and Lyon. This study found that the aforementioned city-regions which are characterised by intense concentrations of employment and significant growth in GVA in the recent times were important drivers of national growth and had strengthened their positions within respective national urban hierarchies in the decade preceding the global downturn. The study also found a positive relationship between employment density and labour productivity. The Dublin aspect of the study looked at agglomeration across financial services, computer software development, bio-pharma production and creative industries. |

The second study began 8th November 2010 and looked at Territorial Performance Monitoring. NUI Maynooth were selected by ESPON to carry out the academic research on behalf of the Dublin Region. This study looked at the consequences of a selection of macro-challenges, on the regions of Flanders, Dublin, Catalonia, Navarra and North-Rhine-Westphalia, such as demographic changes, globalisation influences and pressures, climate change and energy use.
